Hon. Justice (Dr) Clara Bata Ogunbiyi (FCArb) is a legal practitioner and
professional. She holds a Maters in criminology, from The University of Hull (U.K.) and she bagged Diploma in Accountancy and Law and a degree in Law from the prestigious Ahmadu Bello University (ABU) and was called to bar on the 2nd of July 1976 by the Nigerian Bar Association. Hon. Justice (Dr) Clara Bata Ogunbiyi also holds a certificate of Advanced Legal Studies in Practice & Procedure; Inst. of Advanced Legal Studies, from the University of Lagos, Akoka and a Post Graduate Diploma in Education (PGDE) from University of Maiduguri Borno State.
Hon. Justice (Dr) Clara Bata Ogunbiyi (FCArb) started off her career as a Bank Clerk at Union Bank Kano then moved to Kaduna where she worked as a Clerical Officer in Northern Nigerian Marketing Board. Her legal practicing Journey started off in theHigh Court of Justice in Maiduguri, Borno State and she served as a youth Corp member at the Ministry of Justice Kaduna State.
Hon. Justice (Dr) Clara Bata Ogunbiyi (FCArb) served in various capacities in the High Court,Borno State of Nigeria, she started off as State Counsel, then as Senior State Counsel I & I, and after six years she became the Deputy Director of Public Prosecutions and eventually became the Director of Civil Litigation. In October 2002, she was appointed Justice of the Court of Appeal, first at the Enugu Division, and in 2005 she was transferred to the Lagos division. Then in March 2009 she was made the Presiding Justice of the Court of Appeal Ibadan Divison, in 2010 the Court of Appeal Lagos Division and then in 2011 the Court of Appeal Jos Division.
On the 13th of July 2012, Hon. Justice (Dr) Clara Bata Ogunbiyi (FCArb) was appointed Justice, Supreme Court of the Federal Republic of Nigeria and at the age of seventy, she retired as Justice of the Supreme Court of the Federal Republic of Nigeria. After Retirement from Judiciary on 27th February 2018, Hon. Justice (Dr) Clara Bata Ogunbiyi (FCArb) was appointed Commissioner 1 of the Police Service Commission By the President of the Federal Republic of Nigeria 25th July 2018. She currently serves as the Acting Chairman Police Service Commission (PSC).

Hon. Justice (Dr) Clara Bata Ogunbiyi (FCArb) has several special recognition among which are, the First Woman Judge on the Borno State High Court Bench and the entire Defunct North-East Sub-Region, she was awarded First Bura Indigene to be appointed as a Judge of the High Court. Hon. Justice (Dr) Clara Bata Ogunbiyi (FCArb) has done several publications and paper presentations, she has received numerous awards and has attended several national and international conferences thereby making her widely travelled to virtually all the continents of the world. Hon. Justice (Dr) Clara Bata Ogunbiyi (FCArb) is happily married with five children and she enjoys Gardening, Farming, House Keeping, Reading, Walking, Engagement in Christian faith and Humanitarian activities, mentoring of the youth.
